Economic policies: from austerity to neo-Keynesianism?

We are continuing our 11th season of ENSAE breakfasts on the theme of "Acting to overcome the Crisis", featuring contributions from business leaders, economists, sociologists and intellectuals from civil society.

While Syriza has just come to power in Greece, elected on a platform advocating an end to so-called austerity policies, extreme right-wing and left-wing parties are making headway in public opinion throughout southern Europe. Their programs advocate policies centered on classic Keynesian schemes: fiscal stimulus, higher minimum social benefits, higher taxes on capital and, possibly, "euthanasia of the rentiers". Against this backdrop, how do we envisage the future dynamics of macroeconomic policies in the eurozone? Have we seen the last of ordo-liberal policies advocating structural adjustment reforms and cuts in public spending? What is the actual outcome of these policies in the "euro" zone, since the crisis year of 2008? Were they heresy or, on the contrary, a useful remedy?

Can we believe that certain Keynesian schemes - monetized fiscal policy, policies of massive bank credit supply and income-led demand support - would enable the "euro" zone to return to good fortune? How can we shape the macroeconomic scenarios for the coming months? Should we underestimate the positive impact of the depreciation of the euro's real effective exchange rate, or neglect the overall weakness of global demand? Is there an alternative in the "euro" zone, bogged down in wage moderation and price-cutting policies to reduce divergences in competitiveness between countries? Is there a credible scenario for boosting business investment?

Olivier Passet, a graduate of IEP-Paris (1987), is Director of Synthesis at Xerfi. He is responsible for monitoring economic policies and changes in the production system. Since 2014, he has also been a member of the French National Economic Commission. Before joining Xerfi, he was an economist at OFCE (1989-2000), project manager then head of the international economic and financial department at the Commissariat Général du Plan (2000-2006), head of the Economy-Finance department at the Conseil d'analyse stratégique reporting to the Prime Minister (2006-2011) and advisor to the Conseil d'analyse économique (2011-2012).
